David Ross, an advocate for the homeless, and former case manager for Father Joe, is known to San Diego’s homeless as “The Waterman” because he provides them with drinking water, as well as tents and other supplies. Carlsbad’s proposed desal. plant proposes to provide water less affordably and has adverse environmental consequences relative to traditional sources, yet it connects San Diego to a virtually unlimited water supply.
